Registration & Licensing Management (RLM) is a Division within Transport Services, that governs delivery of registration and licensing services and other driver and vehicle safety programs, including compliance and assurance of associated contracts and road transport regulation underpinning safety and productivity in Victoria.

About the Role
The Senior Manager - Contract and Commercial is the subject matter expert on the VicRoads Concession Deeds and other operator contracts and provides authoritative advice to the Director - Contract & Regulatory Assurance and Executive Director - RLM on contract and commercial matters. The role is required to hold the VicRoads operator and other industry partners accountable via ongoing contract assurance and proactive, strategic, whole of life, risk-based contract management to achieve the State's strategic objectives. The role is required, with the support of the team, to deliver continuous improvement in operator and partner performance and improved road safety/network outcomes, to be achieved using a constructive partnership approach with operators and key stakeholders.
The role is responsible for supporting the commercial management of related contracts including but not limited to registration and licensing services and road safety partner programs managed by RLM. The role will ensure key contract activities are delivered within budget and in accordance with the respective contractual obligations, state retained functions (policy/standards), governance and quality requirements.
Position Outcomes / Accountabilities
* Lead effective oversight and a proactive and risk-based management approach of the Vic Roads Concession Deeds and other RLM contracts while ensuring compliance with contractual, legislative and regulatory obligations.
* Lead active collaboration, communication and establish strong relationships with internal and external stakeholders, including operators, Road Safety Victoria, Transport Accident Commission, Victoria Police, industry partners and other government agencies to ensure operators' performance against contractual obligations are effectively managed.
* Develop strategic and tactical plans, risk registers and provide authoritative advice on relevant policies and procedures as appropriate.
* Develop and maintain effective and constructive relationships between operators and the State which are based on a partnership approach.
* Manage contract payments, performance incentives, penalties and other commercial claims in accordance with strict contractual standards of probity and accountability; that they are cost effective and deliver value for money to the State.
* Prepare accurate and timely reports, technical and professional documents, ministerial briefs, cabinet and agency committee submissions.
* Deliver high quality data and information in accordance with department governance and quality frameworks.
* Provide effective leadership and support of the team, creating a positive working environment to deliver sustained and well prioritized outcomes; built and maintained high levels of team motivation, accountability and expertise in a high volume, high paced environment. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.

Qualifications and Experience
* A tertiary qualification in commerce, law or other relevant discipline.
* Minimum of five (5) years' experience in a similar role.
