Job Description:
Under the overall direction of the Director of PACT and the direct guidance of the Section Head, PACT Cancer Control Review and Planning Section (SH-PACT-CCRPS), the consultant produces specific deliverables related to the planning and implementation of PACT activities in the overall context of the IAEA's Technical Cooperation Programme.
The Consultant's work will result in several outputs related to comprehensive cancer control in low- and middle-income countries. The work shall reflect global frameworks and developments in public health, particularly in the NCD and global cancer initiatives.
Functions / Key Results Expected
1. Produce background analysis and write reports on the comprehensive cancer control situation of LMICs on the basis of existing or new data in low- and middle-income countries.
2. Prepare documentation for meetings of experts and stakeholders on comprehensive cancer control in LMICs.
3. Produce documentation and presentations on national comprehensive cancer control planning, including resource materials for various stakeholders.
4. Analyse and prepare reports on country progress in cancer control planning, in particular in countries which have received IAEA support.
5. Produce updates and analysis of health systems in LMICs as pertains to comprehensive cancer control.
Qualifications and Experience
1. Bachelor's Degree - University degree in public health, health economics, international development, public/business administration or management, or fields related to non-communicable diseases.
2. Minimum of five years of progressively responsible experience in programme development and management, preferably in an international setting and with a focus on health.
3. Previous experience in the development of professional service offerings and/or programme design, monitoring and evaluation highly desirable.
4. Very good understanding of the context and development needs in low- and middle-income countries, in particular in the health sector.
5. Excellent oral and written command of English with proven record of report writing or publications relevant to this vacancy.
6. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) is an asset.
Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
