Organizational Setting
The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
Operations Divisions, and the Office for Verification in Iran, perform and document safeguards verification activities and conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments.
Main Purpose
The Safeguards Operations Associate reports to the Section Head / Team Leader / Senior Inspector and is proficient in supporting Safeguards operations. The incumbent supports the processes related to Safeguards development, implementation, reporting and state evaluation and knowledge management activities for a specified set of countries with large scale or more complex nuclear activities.
Functions / Key Results Expected
* Assist in the preparation and the timely/comprehensive implementation of field activities to support the preparation and production process of Inspection and State Evaluation Reports (IRs, SERs) and Safeguards Implementation Reports (SIRs).
* Manage all correspondence with a State in regards to evaluation and implementation activities including generation of notification letters and cover letters for Safeguards Statements to the State Authorities.
* Support in drafting, editing, processing and publishing of State Evaluation Reports and other reports such as State-level Approaches, Annual Implementation Plans, and associated SEG meeting minutes.
* Initiate new plans for field activities through SAFIRE and assign/re-assign inspection/verification documentation packages and access rights to inspectors in FAR/eVP to enable them to work on upcoming facility inspections.
* Support the organization and logistics of a range of meetings including briefing and debriefing meetings on field activities and follow-up actions; track reporting timelines and other reporting information as required.
* Assist in consolidating and compiling all field analysis results and documentation (e.g., environmental sampling reports, destructive analysis reporting, material balance evaluations) for State evaluation purposes.
* Maintain and comprehensively monitor all recommendations of Departmental information review committees, ensuring implementation, compliance and verification of all related information.
* Provide guidance and support on safeguards implementation and procedures to other support staff and cover to other GS staff within the Division as required.
Required Expertise
* Completed secondary education.
* Minimum of six years of relevant working experience; experience in the field of nuclear safeguards concepts and practices such as in the area of Safeguards implementation or State-level analysis is an asset.
* Experience in planning and coordination role and/or information analysis in a customer-focused environment is an asset.
* Experience in database management, data retrieval applications and document management desirable.
* Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
* Administrative skills test to IAEA standard may be part of the process.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 66981 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
