Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs). UNIDO’s mandate is recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation.” Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence.
The position is located under the Climate Innovation and Montreal Protocol Division (TCS/CMP) mandated to work in close coordination with other organizational entities within UNIDO. This will be achieved by promoting a systems innovation approach through accelerating innovation across key levers of change that includes technology, finance, policy, and regulations.
The Chief works under the overall guidance of the Deputy to the Director General and Managing Director of Technical Cooperation and Sustainable Industrial Development Directorate, the Chief of the Division of Climate Innovation and Montreal Protocol and in close collaboration with colleagues.
Main Responsibilities
Technical
* Based on the foresight of current and future demand involving beneficiaries of and stakeholders in industrial development, develop a programme as well as specific service modules to achieve the results expected from the Unit;
* Support governments in fulfilling national commitments under the Montreal Protocol on Substances that deplete the Ozone Layer and its amendments, especially the Kigali Amendment;
* Oversee and manage all aspects of technical cooperation programmes and interventions, which fall under the auspices and funding of the Multilateral Fund for the Implementation of the Montreal Protocol;
* Plan and design projects and programmes in the context of the Montreal Protocol and present them to the Multilateral Fund, the Global Environment Facility, and other donors;
* Monitor the achievement of results and manage related risks in line with the IRPF indicators.
Managerial
* Collaborate with senior managers in UNIDO to improve resource mobilization capacity, partnerships and visibility of UNIDO.
* Align the work programme of the Unit with the organizational priorities; ensure that expectations of results and performance are clear.
* Support the Chief, Division of Climate Innovation and Montreal Protocol on special projects and assignments.
Minimum Organizational Requirements
Education: Advanced university level degree (Master’s or equivalent) in Engineering, Economics, Environmental Management, Business Management, Natural Science or another field relevant to UNIDO’s mandate, is required. Specialization in refrigeration and air conditioning technologies is desirable.
Experience:
A minimum of ten (10) years of relevant professional experience, including some at the international level, involving technical cooperation in developing countries is required. Experience in all phases of the Project Cycle and exposure to the needs, conditions and problems in developing countries is required.
Languages: Fluency in written and spoken English is required.
NOTE: UNIDO professional level applicants are required to have served at least one year in their current position if applying for a higher-level position.
