SES Band 2, Chief Operating Officer (COO), Corporate Management Group
The Australian National Audit Office (ANAO) is seeking an experienced and strategic leader for the position of Chief Operating Officer (COO) to lead the Corporate Management Group (CMG). This pivotal role is central to ensuring the ANAO’s success in delivering independent reporting to the Australian Parliament and promoting accountability and transparency within the Australian Government sector.
The ANAO is a professional and collaborative organisation, focused on delivering independent audits that drive transparency and accountability in the Australian Government. As part of the ANAO leadership team, you will play a key role in shaping the future of the agency, contributing to the public sector’s performance, and working in a dynamic, mission-driven environment.
As COO, you will be responsible for overseeing and driving key corporate functions that support the ANAO’s strategic objectives. This includes leading the management of human resources, legal services, external relations, technology, governance, risk management, financial sustainability, and security governance. You will work closely with senior leadership, providing expert advice to the Auditor-General and other executives, and contributing to the strategic direction and future growth of the agency.
Key Responsibilities:
1. Provide high-level, future-focused strategic advice to the Auditor-General, Deputy Auditor-General, and the Executive Board of Management (EBOM) on a wide range of corporate functions and enabling services.
2. Lead the management of key functions of the Corporate Management Group including corporate strategy and planning, human resources, communication, security, governance, legal services, and external relations, ensuring their alignment with the ANAO’s objectives and operational goals.
3. Oversee the design and implementation of IT infrastructure to support strategic improvements across the ANAO, enabling enhanced operations and outcomes.
4. Ensure the ANAO operates sustainably in relation to financial and budget management, with oversight of financial, budget, procurement, and property functions, ensuring compliance and operational efficiency.
5. Lead the ANAO’s Parliamentary and external relations functions including oversight of our engagement strategy, including fostering relationships with Parliament, public sector auditing bodies, and other key stakeholders.
6. As the Chief Security Officer, ensure ANAO meets its security obligations under the Australian Government’s Protective Security Policy Framework, including oversight of physical, personnel, and information security.
7. Lead workforce planning and capability development, ensuring the ANAO attracts, develops, and retains the right talent to deliver on its purpose.
8. Champion a collaborative, inclusive and high-performance culture across the ANAO, encouraging continuous improvement and the integration of key services.

A core requirement of this position is the ability to lead a multi-disciplinary team to deliver innovative and strategic agency outcomes. Additionally, the candidate must be resilient, capable of leading through adversity and navigating complex challenges with a calm, solutions-oriented mindset.
The successful candidate will demonstrate:
1. Outstanding ability to lead and inspire multidisciplinary teams in complex, service-oriented environments, fostering a culture of innovation, collaboration, and accountability.
2. Ability to provide strategic advice to senior executives, work effectively in teams with other executives to deliver a shared vision and goals, and solve problems with integrity, sound judgement, and ethical decision-making.
3. Significant experience in managing corporate functions such as human resources, finance, IT, governance, and legal services, with a track record of delivering results in a public sector or complex professional setting.
4. Demonstrated ability to manage high-level and complex relationships both within and outside the organisation, including with government agencies, parliamentary bodies, and the public sector auditing community.
5. Expertise in managing resources efficiently, with a strong focus on driving organisational performance, continuous improvement, and achieving strategic outcomes.
6. Knowledge of security governance and compliance requirements, with experience in managing protective security frameworks.
Integrity and Work Health and Safety
All APS employees are required to comply with the APS Code of Conduct, including to at all times behave in a way that upholds the APS Values and Employment Principles, and the integrity and good reputation of their agency and the APS. This ensures public trust in the impartiality and reputation of the APS. Employees must also disclose any real or perceived conflicts of interest.
SES leaders in particular are required to demonstrate the highest levels of integrity, uphold and promote the APS Values and Employment Principles by personal example and other appropriate means.
SES leaders who make, or participate in making, decisions that affect the whole, or a substantial part, of ANAO (as the Person Conducting a Business or Undertaking, PCBU) are regarded as an Officer for the purposes of the Work Health and Safety Act 2011 (WHS Act). To fulfil their duty under the WHS Act, Officers must exercise due diligence to ensure ANAO complies with its work health and safety duties and obligations. It is ANAO’s expectation that all SES Leaders act in a way that is consistent with the obligations of an Officer under the WHS Act.
There are no mandatory qualifications for this role, however, the following are highly desirable:
1. Relevant tertiary qualifications;
2. Membership of relevant professional bodies or associations;
3. Relevant experience in senior operational management, ideally within the public sector.
Citizenship– To be eligible for employment with the ANAO, applicants must be an Australian citizen.
Security Clearance– The Australian community requires the highest level of integrity from ANAO employees. The preferred applicant will be required to obtain and maintain a security clearance at the level of Negative Vetting 1.
