This recruitment may be used to fill multiple vacancies of different contract modalities and funding types. This selection exercise may be used to generate a roster of pre-approved candidates to address future staffing needs for similar functions in any of the Departments and Offices of the Organization.

Organizational Setting
The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and provide knowledge management services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology.
Main Purpose
Under the guidance and supervision of the NE Nuclear Support Systems Coordinator, the Nuclear Support Systems Analyst provides support to the development and maintenance of existing and new information technology projects that support the department and the sub-programmes. The Nuclear Support Systems Analyst also provides training to new employees on NE and IAEA IT policies and processes, and maintains the supplementary information systems necessary to manage the department application portfolio.
Role
The Nuclear Support Systems Analyst plays four principal roles:
1. IT analyst, responsible for supporting, implementing and reporting progress on IT-related projects to the Nuclear Support Systems Coordinator;
2. Developer, providing expertise in the development of computer codes and maintaining existing codes on the infrastructure provided by the IAEA IT Division and through cloud-based infrastructure, where applicable, and including the development and documentation of requirements, use cases, and other design inputs;
3. Information architect, providing analysis and development of approaches to the proper integration of systems and data structures and to improve the efficiency and maintainability of such systems within the department;
4. Trainer and facilitator to enhance competent and effective use of the departmental IT resources.
Functions / Key Results Expected
* Support the Nuclear Support Systems Coordinator in the establishment and maintenance of the Information Technology Infrastructure for the Department of Nuclear Energy;
* Take responsibility for deployment, operation, troubleshooting, maintenance and support of new and existing NE Department IT applications;
* Ensure that all IT Governance requirements and applicable international standards are applied in the conduct of development and maintenance projects;
* Develop the information and procedures needed to establish MTIT-compliant systems within the NE Department;
* Develop and support projects to update or replace existing legacy applications with newer technology, including migration of applications to SharePoint;
* Provide support for the ongoing use, configuration, and implementation of best practices for migration of NE applications to SharePoint;
* Provide training and assistance to department staff on the proper use of Agency IT systems and on the proper application and compliance with Agency IT Governance requirements for IT projects.

Required Expertise
* Information Technology Computer Programming: Proficient in programming web-based database applications using modern techniques and languages.
* Information Technology Information Technology and Data Processing: Technical expertise regarding data models, database design development, data mining and segmentation techniques.
* Information Technology Project Management: In-depth understanding of Project Management life cycle and proficient in writing appropriate documentation associated with the proper maintenance and control of software.
Qualifications, Experience and Language Skills
* Bachelor's Degree - University degree in information technology or a related field.
* Minimum 5 years of relevant experience.
* Experience in Linux servers.
* Strong knowledge of and experience with reporting packages (Business Objects, etc.) and databases (SQL, ORACLE, etc.). Familiarity and/or certification in one or more accepted project management frameworks (PRINCE2, SCRUM, Agile Development, etc.) and in IT Service Delivery such as ITIL is desired.
* Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Evaluation Process
* The evaluation of applicants will be conducted on the basis of the information submitted in the application according to the selection criteria stated in the vacancy announcement. Appointment Information
* Appointment is subject to a satisfactory medical report.
* Staff members may be assigned to any location.
* Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
* The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
