Overview
Under the direction of the Deputy Director and Assistant Deputy Director for Capital Construction, the Program Manager oversees coordination and project management across the department’s construction and redevelopment projects. The role will manage grants, support project teams, and ensure seamless communication between departments to keep projects on track.
The Real Estate Division within the Planning Department manages a portfolio of over 13 million square feet of land across Boston neighborhoods. The properties include the Charlestown Navy Yard, Long Wharf, and the Raymond L. Flynn Marine Park, as well as significant neighborhood-based redevelopments. The Capital Construction team is responsible for the design, construction, and environmental compliance associated with all property assets under the Planning Department’s care and custody. Notable recent Capital Construction projects include the pile repair work at Pier 4 and the demolition and environmental remediation of the Building 108 Power Plant in the Charlestown Navy Yard, the reconfiguration of the Northern Avenue roadway in the Raymond L. Flynn Marine Park, the seawall stabilization of Long Wharf, and many others.
Responsibilities
The general duties and responsibilities of the position are included in but not limited to the information listed below.
* Project Coordination: Serve as a central liaison between Engineering/Construction, Operations, Finance, Procurement, Legal, and other teams, ensuring smooth project progress in line with established policies and procedures.
* Project Management: Lead non-construction projects, managing day-to-day activities, tracking progress, and providing updates to stakeholders.
* Construction Support: Assist project engineers and construction managers with coordination, tracking, and reporting for construction projects.
* Grant Administration: Oversee grants from city, state, or federal sources, including managing sub-award expenditures, processing reimbursements, and ensuring compliance with budgets.
* Tenant Projects: Manage approval processes for tenant construction projects, coordinating between internal teams and external agencies.
* Departmental Support: Assist the Deputy Director with maintaining project tracking systems, multi-year capital plans, annual budgets, and implementing standard operating procedures.
* Board & Agency Presentations: Organize and ensure consistency in materials for Board presentations and other agency submissions, working to ensure alignment with project goals and approval processes.
* Special Events & Other Tasks: Assist with special events and other duties as needed.
* Perform other related duties as required.
Minimum Entrance Qualifications
* Bachelor’s degree in architecture, engineering, construction management, or related field, or four plus (4+) years of relevant work experience plus four to six (4-6) years of progressively responsible related experience in real estate development and/or construction project management, with relevant public-sector experience with city, state, and/or federal agencies.
* Experience managing, processing, and/or administering public grants from city, state, and/or federal agencies.
* Knowledge of public design and bidding processes and strong communication skills recommended.
* Personal computer skills, including proficiency with Google Workspace, Microsoft 365, Adobe Acrobat, and Airtable, and the ability to communicate effectively, orally and in writing, are required.
