General Manager - Sector Capability (Education & Sector Development)
The Victorian Healthcare Association (VHA) is the peak body supporting Victoria’s public health services to deliver high-quality care. Established in 1938, the VHA represents Victoria’s diverse public healthcare sector, including public hospitals, community health services, bush nursing centres and other non-bed-based services. The VHA has over 100+ member organisations, representing more than 90% of Victoria’s publicly funded healthcare services and a $25 billion industry in Victoria.
The VHA advocates on behalf of its members on sector-critical issues by engaging with key decision-makers involved in policy development and system reform. The VHA regularly engages with Victorian Ministers, the Department of Health, the Department of Families, Fairness and Housing and other Victorian peak representative bodies on behalf of its members. As well as providing sector-wide advocacy and representation activities, the VHA delivers value for its members by sharing policy and advocacy insights, curating system and sector-level intel and offering networking opportunities, informative events and tailored education and sector development activities for Victoria’s health sector leaders.
About the role
Are you an innovative leader with a passion for education and sector development and supporting the healthcare sector?
The Victorian Healthcare Association (VHA) is seeking a General Manager – Sector Capability to drive the design and delivery of education and sector development programs for Victoria’s health sector leaders. The aim of these programs is to support our leaders, including CEOs, Executives and Board Directors, and build capacity and enhance governance and leadership across the sector.
Reporting to the CEO, the General Manager – Sector Capability will spearhead the VHA’s education and sector development activities. As a key member of the executive leadership team, you’ll develop and implement strategies to build the capability of healthcare executives and boards. This role also oversees the Australian Centre for Healthcare Governance (ACHG), an independent arm providing governance expertise and consultancy services to healthcare services.
Key responsibilities
* Education and sector development programs: develop and manage the delivery of high-quality education and sector development activities.
* Leadership Capability Framework: design and implement a strategic framework to guide leadership education and meet sector needs.
* Partnership program: manage the VHA’s partnership program and ensure alignment to the education and sector development needs of the VHA membership.
* Consultancy and advisory services: lead the VHA’s independent business arm – the Australian Centre for Healthcare Governance (ACHG) to drive revenue and strategic growth.
* Advisory Leadership: provide expert advice to the CEO and Board on member services, public health sector leadership and education and sector development activities.
* Stakeholder Engagement: foster strong relationships with members, government, and other stakeholders to ensure fit-for-purpose education and sector development activities.
* Team Leadership: play a key role in the VHA Executive Leadership Team, promoting collaboration, innovation, and a positive organisational culture.

You are a person-centred, compassionate and ambitious leader. You have strong skills in managing competing priorities, excellence in customer service and collaborating with teams which will ensure the VHA delivers high-quality outcomes for its members.
You will be a passionate champion of the VHA’s education and development activities and consultancy services through collaboration across the VHA team and the development of strong relationships with members and external stakeholders.
Selection criteria
* Tertiary qualification in health, education, business, health management, or a related field.
* Proven experience in executive leadership and strategic program delivery.
* Management of high-level projects including proven ability to deliver on time and on budget.
* Exceptional communication, negotiation, and stakeholder engagement skills.
* Demonstrated ability to develop strategic partnerships and deliver measurable outcomes.
In essence, this role will suit a leader with demonstrable experience in the following four areas:
* Design and delivery of education and sector development programs, including the facilitation and delivery of content.
* Facilitation and delivery of advisory/consultancy services (e.g., strategic planning days).
* Serving a membership in a peak professional body, and
* Deep knowledge of the healthcare sector and health leadership.
