It addresses a wide range of security-related concerns, including arms control, human rights, combating human trafficking, and counter-terrorism.The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, providing operational and administrative support to field operations.The OSCE Secretariat's Department of Management and Finance (DMF) manages the material and financial resources of the Organization, providing policy guidance on financial resource management.The Information and Communications Technology Services (ICTS) Section delivers ICT in support of the core business of the OSCE, managing, operating, implementing, supporting, and maintaining ICT projects and infrastructure.The ICTS Software Development Unit (SDU) is responsible for the analysis, design, development, and maintenance of custom and commercial software systems used in the Secretariat and across the OSCE.The OSCE encourages female candidates to apply for this management opportunity, as female staff are currently underrepresented in this field.Tasks and Responsibilities:Under the supervision of the Deputy Director of Management and Finance, Head of ICTS, as Chief, Software Development, you will manage the ICTS Software Development Unit (SDU). The main technical platforms used by SDU are Microsoft .NET, Microsoft SharePoint, Microsoft SQL Server, OpenText, and Oracle technologies.Specific duties include:Supervising staff and participating in recruitment processes for new SDU staff, including training and developing team member capabilities;Managing the development, support, and maintenance of a portfolio of around 50 software applications;Managing the SDU work plan, prioritizing activities to maximize resource utilization;Managing the software development process using traditional and agile methods, implementing PRINCE2 project management standards;Gathering, documenting, and analyzing user requirements, proposing technical solutions;Leading the architecture and design of software systems;Maintaining Software Development Life Cycle (SDLC) standards;Managing the unit's budget and vendor contracts;Improving the quality and cost-effectiveness of SDU services;Working with software development staff in OSCE Institutions and Field Missions;Performing other related duties as assigned.Necessary Qualifications:Second-level university degree in computer science or a related field; a first-level degree with two additional years of relevant experience is acceptable;A minimum of seven years of experience in software development, with at least five years in a Project Management/Team Lead capacity;A minimum of four years of experience in line management of software development staff;Excellent skills in software architecture and business analysis;PRINCE2 Practitioner certification and experience in software development projects;Experience in relational database development, including SQL programming;Ability to set and manage customer expectations;Excellent analytical, problem-solving, and coaching skills;Experience in agile project management methods is desirable;ITIL certification and knowledge is desirable;Experience with Atlassian tools is desirable;Experience in development for Oracle E-Business Suite platforms is desirable;General knowledge of IT financial management is desirable;Excellent communication skills in English;Demonstrated gender awareness and sensitivity;Ability to work as a team member with diverse backgrounds.Remuneration Package:Monthly remuneration is around EUR 9,400, with actual salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria.
