Organizational Setting
The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose.” Among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Office of Procurement Services procures goods and services with over 180M Euros per year, a third of which is for delivery to counterparts in Member States, and the remainder is for delivery to the IAEA's Headquarters in Vienna, and its offices and laboratories.
Main Purpose
Reporting to the Team Leader, the Procurement Officer is responsible for the procurement of a variety of commercially-available goods and services.
Role
The Procurement Officer is a contracting authority within delegated limits and negotiation authority. Specifically, he/she is: (i) a specialist in the procurement of a specific range of commodities and services; (ii) an agent promoting the principles of best value for money at all stages of the procurement cycle; and (iii) an analyst reviewing existing processes and proposing improvements.
Functions / Key Results Expected
1. Research and analyse the market, demand, stakeholders, and requirements and propose procurement approach.
2. Initiate and follow through on routine procurement projects.
3. Prepare simple procurement plans and issue tenders and drafts contracts for goods, equipment and services.
4. Provide procedural advice to evaluation committee members through the tender process.
5. Document results in a procurement plan for approval by management and exercise signatory authority for procurements up to Euro 60,000.
6. Award and manage the contract during the post-award period by monitoring completion timelines and approved contracted budget, ensuring key performance indicators are documented and tracked, and identifying performance issues and bringing them to the attention of the supervisor.
7. Keep abreast of best practices within and outside the UN Common System, and make recommendations for continuous process improvements.

Required Expertise
1. Administrative Support Data Management: Ability to analyze information, identify critical elements, assess consequences of different courses of action and draw logical conclusions.
2. Administrative Support Guidance and Training: Ability to actively share knowledge and information with others and adopt a learning approach towards work through training, mentoring or networking.
3. Procurement Services Oracle Procurement: Ability to be open to new ideas, understand the need for change and adapt accordingly. Identify and propose solutions to challenges.
4. Procurement Services Procurement: Familiarity using Oracle Procurement/iProc will be an asset.
Qualifications, Experience and Language Skills
Bachelor's Degree - University degree in Business Administration, Public Administration, Commerce, Engineering, Science, Law or other relevant discipline.
Some relevant professional experience in procurement. Familiarity with international trading practices and a sector related to the Agency's mandate is an advantage.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.

Appointment Information
1. Appointment is subject to a satisfactory medical report.
2. Staff members may be assigned to any location.
3. Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
4. The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
