Organizational Context
The United Nations Industrial Development Organization (UNIDO) promotes industrial development for poverty reduction, inclusive globalization, and environmental sustainability. The mission of UNIDO is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs). UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The Office of Evaluation and Internal Oversight (EIO) is responsible for providing independent and objective assurance, advice, investigation, and evaluation to improve the efficiency and effectiveness of UNIDO’s operations. EIO assesses the extent to which UNIDO’s programmes and projects achieve the stated objectives of the Organization.
The Chief EIO/IEU works under the guidance of the Director of EIO and collaborates with colleagues to achieve the mandate of the unit. The Chief supervises the staff within EIO/IEU and is responsible for creating an enabling environment, building partnerships, and achieving cross-programme results.
Main Responsibilities
Technical
* Lead the team in developing and implementing the EIO Evaluation work plan.
* Undertake strategic evaluations on cross-programmatic or institutional aspects.
* Manage independent evaluations to determine the relevance, coherence, efficiency, effectiveness, sustainability, and impact of programmes and projects.
* Ensure quality of evaluations and monitor implementation of evaluation recommendations.
* Promote continuous improvement through incorporation of evaluation findings into policy and strategy.
* Develop evaluation guidelines and training tools to support managers at UNIDO Headquarters and in the Field.
* Maintain dialogue with stakeholders to ensure independence and transparency in evaluations.
* Prepare reports on evaluation findings and lessons learned.
* Develop partnerships with UN system organizations and ensure adherence to evaluation standards.
* Consider human rights and gender issues in evaluations.
* Align evaluation criteria with the UNIDO RBM framework.
* Perform other related duties as required.
* Support the Director in the overall management of EIO.

Minimum Organizational Requirements
Education
Advanced university degree (master’s or equivalent) in Economics, Business Management, Social Sciences, Engineering or another field relevant to UNIDO’s mandate.
Experience
A minimum of ten (10) years of progressively responsible professional and managerial experience, including some at the international level, in technical cooperation, governance, assurance, and/or evaluation is required.
Language Skills
Excellent written and oral English required. Proficiency in French or Spanish is highly desirable.
